Where can I find the ISO file for a boot disc?

I tried following the link provided in the instructions from tivo.upgrade-instructions.com which says "Download the Boot CD image of MFSTool 2.0 here" and then links you to http://hellcat.tyger.org/MFS/2.0/mfstools2noJ.iso

However, that link does not work.

Is there a new link for that site?

If that site is now defunct, is there another site where I can find the necessary ISO file?

Can I use those files to create a boot CD or does it only work if you are creating a boot floppy?
