Replacing twin-breeze fan (small)

I took out my old twin-breeze fan (it was locked up). I ordered and received a new one, but is the fan supposed to blow air down towards the heatsinc or is it supposed to draw air off of the heatsink? Bottom line, which way do I mount the new fan, or does it matter?

Ideally, it should blow air down, but either way it's installed, it's a huge help.
