I currently have the 5LNB Slimline dish, an older legacy multi sattelite non HD receiver and a HR20 HD DVR. The 2 receivers are each connected to one LNB output. That is I am only using 2 LNB connections. I would like to be abe to use the dual tuner feature on the HR20. Can I hook the WB68 to the cable coming into the HR20 and then hook 2 outputs from the WB68 to the 2 tuners or does the WB68 have to be hooked to all 4 LNB outputs.

No. All 4 lines from your dish MUST go into the 6x8 and then you'd run another line from the 6x8 to your DVR(s) to get multiple tuners.
OR, get a SWM multiswitch instead of the 6x8 and the one line out of the SWM will power both tuners of your DVR.
